The Army is pushing Congress to provide a written guarantee by March that the Army will be repaid for money it took from other accounts to fund the operation in Kosovo. Without this commitment, the Army will have to cancel training exercises planned for the summer and fall to save up the money. While Congress has not given any indication that it will not provide the money, it has also failed to get in any hurry to do so. The Army, which got an extra $3 billion in the recent budget deal, has asked the Congress to chip in another $2.6 billion to pay for things it needs which the Clinton Administration has not requested money for.--Stephen V Cole
