As part of their military reform, Russia will combine the logistical services for the army, interior ministry troops and border guards. This sort of combined logistics is being used in Chechenya with great success. A major factor driving this consolidation is the continuing reduction in the size of the armed forces. Ten years ago, there were over four million in uniform, now the current force of 1.2 million troops is being reduced to 850,000 by 2003. The smaller forces cannot support separate support organizations. The merging of logistics organizations is to be followed by the merging of other functions, like transportation, communications and maintenance.
