The Department of Defense has made some progress in removing training restrictions caused by the Endangered Species act. The new defense budget allows the military to use several live fire ranges where training had been restricted less the artillery shells accidentally killed migrating birds passing through the area. There are still many other restrictions, like infantry not being able to dig foxholes lest they disturb nearby birds nests. It was noted in Afghanistan that some troops were not experienced in digging field fortifications because of such training restrictions.
