The Federal Emergency Management Agency is studying ways that the military could help during a major civil disaster or terrorist attack. The Army has suggested that its Advanced Airborne Command & Control System (A2C2S) could be useful. This is, basically, a UH-60B helicopter packed with communications gear. Such aircraft could be flown from Army bases to any city in the continental US in ten hours or less and serve as a communications hub, connecting "first responders" on the ground with incoming military ground and air units.--Stephen V Cole
