German police say that Islamic radicals remain active in the same Hamburg neighborhoods that spawned Mohamed Atta (pilot of a 9/11 aircraft) and his key accomplices. Several suspected radicals with links to bin Laden and al Qaeda have gone underground. The problem is that German law does not allow police to plant listening devices in private homes, and the German parliament is extremely reluctant to grant such powers. --Stephen V Cole
