Congress is not happy with the way the intelligence agencies spend money designated for the research into and development of new intelligence gathering and processing capabilities. Each agency (CIA, NSA, National Reconnaissance Office, military intelligence, FBI counter-intelligence, and others) researches what it needs for its own mission, rather than what it could use to produce information other agencies could use. Even better (from Congress's viewpoint), all of the agencies loot the R&D funds to buy more of existing systems and hardware. --Stephen V Cole
