Russia has begun using a new facility to process low-grade radioactive waste from Pacific Fleet submarines. The facility was built by the Japanese (who paid the $34 million cost rather than see the Russians continue to dump such waste into the Sea of Japan as they have for decades).--Stephen V Cole
