The Air Force uses about a dozen old F-4 Phantom fighters each year as remotely-controlled target drones; the Navy uses about three. The stockpile will last until 2009 but before then the F-4 will no longer be able to perform the maneuvers of the most likely targets. The Air Force is studying options for a new target drone, but wrote its requirements document so that only old F-16s stored at Davis Monthan can meet the specifications. --Stephen V Cole
