Congress has raised concerns that the F-22 Raptor is 21 percent behind schedule on the number of flight hours, and 16 percent behind on meeting specific test points. The first flight with the Block 3 software won't come until 28 November, too late to get December approval to start production. There is also an $8 billion discrepancy between what the Air Force expects the F-22 to cost and the higher cost estimated by the Defense Department. The Air Force insists that its estimates of how costs can be trimmed and savings made are on target, noting that Lockheed Martin was going to lose two percent on the production of two Production Representative Test Vehicles but
