India's Light Combat Aircraft program has been delayed for more than a decade, and is still in technical problems. Virtually every vital component has proven to be unreliable or cannot meet its performance specifications. The LCA was to have begun replacing MiG-21s in 1990, but is nowhere near ready to enter production. The Indians are being forced to begin an expensive upgrade of their worn-out MiG-21s. --Stephen V Cole
