Greece plans to base at least half of its Russian-built TOR-M1 short-range air defense systems on Cyprus (more or less in exchange for the Cypriot S300s sent to Crete). The rest of the TOR-M1s will be sent to Crete to protect the S300s. This leaves the Greek Army without the short-range air defense systems it thought it was buying. Various countries which lost the SHORAD contract to Russia are now resubmitting their bids, assuming that the Greek Army will have to have mobile SHORAD systems to protect its ground forces.--Stephen V Cole
